This issue brief discusses those provisions in the Personal Responsibility (PRA) and Work Opportunity Reconciliation Act of 1996 and the Balanced Budget Act of 1997 that are related to fatherhood. It gives some suggestions to states about how to promote responsible fatherhood, given the new federal welfare law, presents some of the previous welfare laws related to fatherhood and provides a brief overview of the PRA's provisions affecting fathers. The brief also suggests that because many fatherhood initiatives are just getting started, and the field of study about responsible fatherhood is also relatively new, most of the information on the success of fatherhood-related policy and programs is anecdotal. Therefore, more evaluation of fatherhood related policies and programs is required to determine their efficacy.
